HWC Engineering completed the Economic Development Plan Project for Whitestown, Indiana.

HWC assisted the town with developing both a community economic development strategy and a comprehensive plan update that shared a unified vision.

The combined planning process developed the guiding document that town officials, decision makers, developers and residents can reference as development and reinvestment occurs. The unified plan will help the town manage continued growth and unify the community vision related to overall town character.

The plan organized focus areas by denoting special development areas within the land use plan. These areas build additional flexibility into the plan while allowing focus to remain on key development areas within the community. Many of these development areas are centered along the I-65 corridor and interchanges.

Additional plan topics include transportation, municipal services, parks, open spaces, recreation and overall economic development policy and strategy. Significant focus was given to developing new primary employment opportunities, engaging the I-65 corridor, diversifying the community’s industrial base and growing a quality workforce.

Martinsville, Indiana

After a plan was established, INDOT budget cuts threatened to eliminate key access points planned along the corridor. The City was able to use HWC’s planning documents to demonstrate community support for the plan and justify their economic return on investment. As a result, all identified key local access points are now under construction. Additionally, the City was able to use HWC’s plan to secure nearly $15 million of additional funding for needed local road improvements supporting adjustments to community connectivity.

Franklin, Indiana

Franklin, Indiana

HWC’s recommendations for the King Street corridor have resulted in over $20 million in private investment to date.

HWC provided design and construction services for this project in phases. The King Street corridor, previously SR 44 in Franklin, Indiana, is the primary gateway from I-65 into the City.

Improvements along the corridor function as a gradual gateway into Franklin with an emphasis on enhanced roadway elements, such as curbed and planted medians, reduced lane widths and other traffic-calming features. Portions of the project utilized INDOT federal aid funds.

Pedestrian improvements were added along the north and south sides of King Street to improve connectivity to the surrounding neighborhoods, schools and the Franklin Historic Trails system.

Jamestown, Indiana

HWC helped the Town of Jamestown (population 958) develop their first industrial park that has since attracted 300 new jobs. Plan Results: 160-acre industrial park renovated, $1.5 million gas pipeline to the town and 200 jobs created
